The Objective
This consultancy assignment was conceived by the Ministry of Education with funding support from international partners to address the “how” of implementing the teacher education curriculum in Uganda.
Teacher education in Uganda involves multiple institutions and actors across five key categories: pre-primary, primary (Grade III), secondary (Grade V and degree holders), and tertiary (instructors, technical, and health tutors). Grade III teachers are trained in Primary Teachers’ Colleges, while Grade V teachers are trained in National Teachers Colleges. Degree holders receive their education from universities.
BTVET instructors are awarded either a Diploma from the National Instructors’ College or a Bachelor in Technical Education from universities.
On April 1st, 2019, the Cabinet passed the National Teacher Policy to streamline and professionalize the teaching profession. The Policy mandates the creation of the National Teacher Council, the National Institute of Teacher Education, and the integration of cross-cutting themes into teacher training, management, and practices.
Radix Management Consulting (U) Ltd was contracted by the Ministry of Education and Sports through the Teacher Instructor Education and Training (TIET) department and Kyambogo University, in collaboration with LUIGI, to assess performance and guide the effective planning, implementation, and monitoring of the Grade III Primary Teacher Education curriculum.
