Objective

The consultancy assignment involves undertaking an endline evaluation of the ICT4PWDs programme under the Uganda Communications and Universal Service Access Fund (UCUSAF). The evaluation seeks to assess the extent to which the anticipated results of the programme among primary and secondary beneficiaries have been achieved, while also evaluating the immediate outcomes of changes induced within the ICT4PWDs project ecosystem.

Programme Context

The ICT4PWDs programme represents a critical intervention aimed at enhancing digital inclusion, skills development,
and access to assistive technologies for persons with disabilities (PWDs) in Uganda. The programme’s design reflects the Government of Uganda’s commitment to bridging the digital divide and ensuring equitable access to ICT services for marginalized groups.

Evaluation Dimensions

Given its multi-dimensional objectives, this evaluation will provide a comprehensive understanding of the programme’s performance, relevance, effectiveness, and sustainability. Specifically, the assessment will focus on:

  • Capacity Building: Evaluating the extent to which Organisations of Persons with Disabilities (OPDs) have been strengthened in terms of digital readiness and advocacy.
  • Assistive Technologies: Assessing deployment and utilization of assistive technologies in secondary schools to enhance inclusive education.
  • Digital Observatory: Reviewing the establishment and functionality of a digital observatory to monitor progress on ICT inclusion for PWDs.
  • Digital Skills Training: Measuring the effectiveness of training initiatives in building ICT competencies among PWDs and their support ecosystems.

Conclusion

This impact assessment will generate actionable insights on the success of the ICT4PWDs programme, highlighting
best practices and lessons learned while identifying opportunities to enhance sustainability and scalability of
digital inclusion initiatives for persons with disabilities across Uganda.
