Capacity Building in Curriculum Design and Development of TVET Materials – In Agro Processing and Post-Harvest Management On Behalf Of UNESCO – BEAR II

The Objective

Uganda’s education system has been criticized for not producing a workforce with appropriate skills to meet the country’s socio-economic needs. Many training institutions do not offer training aligned with industry standards, and student access to such training is limited (LMS, 2018:1).

In response, the Government of Uganda, through the Ministry of Education and Sports (MoES), launched the BTVET Strategic Plan 2012/13 to 2021/22, known as “Skilling Uganda”. This plan represented a shift from awarding academic certificates to creating employable skills and competencies aligned with labor market demands.

The BEAR II intervention aimed to strengthen the TVET system to increase the employability of graduates in the agriculture sector, particularly in agro-processing and post-harvest management within the maize, fruit, and vegetable value chains.

Three key result areas were targeted:

  • Increasing the relevance of TVET by developing curricula tailored to labor market needs.
  • Enhancing the quality of training by building capacity of TVET trainers and institutions.
  • Improving public perception of TVET to make it more attractive to youth and enterprises.

In collaboration with MoES, UNESCO contracted Radix Management Consulting (U) Ltd to support the enhancement of TVET materials in agro-processing and post-harvest management, with the goal of improving both competencies and interest among youth enrolled in these programs.
