Project Background
The COMESA Competitive Commission (CCC) is mandated to promote and enforce competition laws and policies among member states in order to foster regional economic integration and consumer welfare. The Commission’s 2021–2025 Strategic Plan was developed to guide its operations, objectives, and key performance areas over a five-year period.
Project Objective
This consultancy aims to conduct a comprehensive evaluation of the 2021–2025 Strategic Plan and to support the development of a robust and forward-looking Strategic Plan for 2026–2030. Specifically, the objectives include:
- Assessing the extent to which the 2021–2025 Strategic Plan has enabled CCC to achieve its mandate, vision, mission, and values.
- Evaluating the design, implementation, and outcomes of the Strategic Plan, with a focus on relevance, efficiency, effectiveness, impact, and sustainability.
- Facilitating stakeholder consultations and strategic workshops to inform the new strategy.
- Drafting the new 2026–2030 Strategic Plan, including goals, objectives, strategic actions, and monitoring frameworks aligned with regional and global trends.
Scope of Work
The assignment covered in-depth document review, interviews with key stakeholders, impact assessments, and validation workshops across COMESA member states. Insights from this evaluation informed the priorities and performance indicators for the upcoming strategic period.
Impact
This assignment is expected to strengthen CCC’s institutional effectiveness, policy relevance, and its capacity to influence competition regimes across the COMESA region. The new strategic direction will also align with the African Continental Free Trade Area (AfCFTA) and other global development agendas.
