Objective

The objective of the assignment is to review the ended strategic plan, engage with key stakeholders, conduct a situational assessment of the legislative framework in Africa and beyond, and develop a robust high-level strategic plan that would transition PAP from an advisory parliament to a legislative institution as envisaged by the founding documents. The assignment involves interacting with the President of PAP, 10 Standing Committees of the PAP, the Members of the PAP, Clerk and technical staff as well as development partners and other stakeholders to synthesise views on the strategies to be undertaken in the next five years.
