Biography

Peter Augen Rwabutomize is an accomplished Management Consultant with over 24 years of professional experience, including 15 years as a trusted Monitoring, Evaluation, Research, and Learning (MERL) Specialist. He has worked with government institutions, non-governmental organizations, and the private sector in strategic planning, program design, implementation, and evaluation.

A proven leader, Peter has consistently influenced and driven initiatives that deliver socio-economic and fiscal transformation. He is highly skilled in applying internationally recognized management and evaluation practices, combining technical expertise with practical solutions that strengthen institutional performance and accountability.

Professional Experience

  • Director, MERL – Gudie Incubation Center (Young Africa Works Initiative, funded by Mastercard Foundation): Oversaw the design and rollout of the MERL framework supporting 150,000 youth-led enterprises; led digital data system innovations improving reporting efficiency by 40%; trained and mentored District Youth Leaders and M&E officers across 30+ districts in Uganda.
  • Associate Consultant – Ministry of Local Government (Local Economic Growth Support Project): Oversaw monitoring systems covering 10 districts; facilitated baseline and mid-term surveys shaping project adjustments; strengthened staff capacity in data management and reporting.
