Prof. Benon C. Basheka Awarded Master of Laws (LLM) by Cavendish University at Speke Resort Convention Centre, Kampala

On 20 August 2026, Professor Benon C. Basheka was awarded, in absentia, a Master of Laws (LLM) by Cavendish University Uganda during its 15th Graduation Ceremony, presided over by the University Chancellor, H.E. Goodluck Ebele Jonathan, at Speke Resort Convention Centre, Kampala.
The LLM adds advanced legal scholarship to Prof. Basheka's existing multidisciplinary profile as an Advocate of the High Court of Uganda, governance scholar, institutional development specialist, and management consultant. It further strengthens his ability to connect law, governance, institutional economics, public administration, regulatory policy and strategic management in complex advisory assignments.
Advancing Legal, Governance and Institutional Advisory Expertise
Prof. Basheka's LLM research examined the adequacy of Uganda's legal and institutional framework for regulating dominant market conduct and anti-competitive practices, particularly in the context of international commercial transactions. The study applied qualitative, doctrinal and comparative legal methods, examining Uganda alongside regulatory approaches in the European Union, South Africa, Kenya, the United States and COMESA.
The research identified three major challenges: limited judicial precedent and standardized economic tests for determining market dominance; institutional fragmentation and overlapping regulatory mandates; and jurisdictional complexities arising from cross-border markets and regional integration.
It recommends strengthening Uganda's competition architecture through an autonomous competition authority, effects-based economic assessment of anti-competitive conduct, stronger inter-agency coordination, and deeper harmonization with COMESA and the East African Community.
